Texas Battering intervention and prevention program requirements

To qualify as an approved BIPP program, it must meet guidelines set by the Community Justice Assistance Division of the Texas Department of Criminal Justice, with input from a designated statewide nonprofit organization that provides family violence assistance and advocacy.

The BIPP program proposal must describe the counseling/treatment services it will provide to batterers referred by the courts. It must include letters demonstrating community commitment, including from local law enforcement, courts, probation, a local shelter, and others - showing they will cooperate with and support the program's activities.

The proposal must also outline any existing public education efforts on family violence in the community and commit to participating in the statewide educational campaign.

Approved programs must be located in a county with a family violence shelter. The primary approach must be direct counseling/intervention with the batterer, not requiring victim participation. Programs must offer training to justice system professionals on family violence dynamics and treatment.

There must be a system in place to receive court referrals of batterers and report back on compliance with the treatment program. However, programs can also serve non-court ordered clients.

So in essence, BIPPs must meet state standards, demonstrate community coordination and buy-in, provide batterer counseling and training without involving victims, and have protocols for court-ordered referrals - all while participating in a broader public education effort on family violence.

Texas BIPP Curriculum Requirements

The Texas Battering Intervention and Prevention Program (BIPP) Curriculum covers various aspects related to family violence.
